You count a stroke anytime you swing at the ball— even if you miss it. Practice swings are not counted as strokes. If you cause the ball to accidentally move when in the fairway, rough or on the green, you normally incur a 1- stroke penalty under Rule 18 and you must replace your ball.

Most definitely. That is what is commonly called a “whiff” and unfortunately they count as a stroke. If you just address the ball, but don’t swing and if falls off the tee you may re-tee without penalty. For any type of shot, a swing and a miss once you’ve addressed the ball counts as a stroke.
